Under the Government of India’s Skill India Mission (SIM), the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up- skill training through an extensive network of skill development centres/institutes under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country. The SIM aims at enabling youth of India to get future-ready, equipped with industry-relevant skills.
The number of persons imparted skill training across various trades under the schemes of MSDE during each of the last three years, State-wise is at Annexure.
Under PMKVY, placements were tracked in the Short-Term Training (STT) component in the first three versions of the Scheme - PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0, implemented from FY2015-16 to FY 2021-22, wherein a total of 1.11 Crore candidates were certified, out of which 24.38 lakhs were reported placed under the short term training component of the scheme. Further, under PMKVY 4.0, the focus is to empower the trained candidates to choose their varied career paths, and they are suitably oriented for the same.
The Ministry has undertaken comprehensive corrective measures under PMKVY 4.0, including Aadhaar-based e-KYC, face authentication and geo-tagged attendance, QR-coded digital certificates, real-time dashboards on the Skill India Digital Hub, strengthened assessor and training centre accreditation through the National Council for Vocational Education and Training (NCVET), independent monitoring via Kaushal Samiksha Kendra, revised monitoring guidelines with clear Key Performance Indicators (KPIs), and a robust penalty and recovery framework.
Disciplinary actions, including suspension, blacklisting, recovery of funds, and other stringent measures, have been taken wherever non-compliance was established, thereby institutionalizing stronger accountability, verification, and oversight mechanisms under the scheme. Under PMKVY 4.0, an amount of ₹2,314.09 crore has been utilized during the period from FY 2023–24 to FY 2025–26. During this period, payments exceeding ₹400 crore (approximately 17.3% of the total funds utilized during the said period) have been withheld for further scrutiny on account of non-compliance with the trainer attendance requirements.
