Sanitation is a State subject. Swachh Bharat Mission (Grameen) [SBM(G)]-Phase-II is a Centrally Sponsored Scheme, implemented by the States and Union Territories (UTs) within their respective jurisdictions. As per data reported by States/UTs on SBM(G) Integrated Management Information System (IMIS), the number of Individual Household Latrines (IHHLs) constructed State/UT-wise, under SBM(G) Phase-II during last 5 years are given at Annexure-I.
Department of Drinking Water and Sanitation, Ministry of Jal Shakti, Government of India has been providing financial and technical support to the States/UTs to supplement their efforts to improve overall sanitation in the rural areas. In each Financial Year, funds are allocated to States/UTs based on their approved Annual Implementation Plan (AIP), past performance and budget availability. Under SBM(G) Phase-II, funds are not released component-wise/project-wise to States/UTs. States/UTs can plan for providing IHHLs, CSCs and Solid and Liquid Waste Management (SLWM) facilities under the program as per demand, local preferences, etc. as per their AIP, for their villages. The details of Central share funds allocated, released and utilized, State/UT-wise, under SBM(G)-Phase-II during the last five years are given at Annexure-III (A) to III (E).
As per the SBM(G)-Phase II Guidelines, eligible rural households are provided with an incentive up to Rs.12,000/- for the construction of one unit of Individual Household Latrine (IHHL) including for water storage facility for handwashing and cleaning to ensure hygiene. As per the programme guidelines, while selecting eligible households for providing incentive under SBM(G), the following order of preference is to be ensured by States/UTs:
I. Below Poverty Line (BPL);
II. Above Poverty Line (APL):
(i) SC/ST
(ii) Persons with disability (divyangjan friendly toilet to be ensured)
(iii) Landless labourers with homestead
(iv) Small farmers
(v) Marginal farmers
(vi) Women headed households
While ensuring the above order of preference, priority may be accorded to cover the households (against each category mentioned above) having:
The identification of such households should be initiated by the Gram Panchayat in Gram Sabha meeting and to be approved by Block and District level authorities.
As per SBM(G)-Phase II guidelines, ideally the IHHL construction activities should be taken up by the individual beneficiaries themselves with support from/or through agencies in the village. The payment of incentive shall be ensured through Direct Benefit Transfer (DBT). The progress of IHHLs construction is monitored through the data reported on SBM(G) IMIS by the States/UTs.
