The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India with effect from the Financial Year 2020-21 is implementing the Pradhan Mantri Matsya Sampada Yojana (PMMSY) for holistic development of fisheries and aquaculture sector in the country. The Department of Fisheries, Government of India during the last six years has approved fisheries development projects of 34 States/Union Territories and other implementing agencies amounting to Rs.21,461 crore with Central share of Rs.9,571 crore and a sum of Rs.6,206 crore has been released to various States/UTs and other implementing agencies under PMMSY. State-wise details of the projects approved, central share and funds released during the last six years are furnished at Annexure-I.

The PMMSY during last five years of its implementation has made vital contribution towards augmentation of fish production, enhancement of fisheries exports and creating of livelihood and employment opportunities. The fish production in the country has increased from 141.64 lakh tonne (2019-20) to an all time record of 197.75 lakh tonne (2024-25), creation of direct and indirect employment opportunities to 58 lakh persons in fisheries and aquaculture related activities, increase of fisheries export from Rs.46,663 crore (2019-20) to Rs.73,890 crore (2025-26). The National Institution for Transforming India (NITI) Aayog, Government of India has evaluated the Pradhan Mantri Matsya Sampada Yojana along with other Centrally Sponsored Schemes and the evaluation study while underlining the impact created by PMMSY in the fisheries sector has recommended its continuation. The PMMSY has been continued till September, 2026 in its existing form. During the current financial year (2026-27), a Central budget of Rs.2500 crore has been allocated for this scheme.

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) implemented by the Department of Fisheries, Government of India inter-alia provides financial assistance for setting up of Fish Farmers Producer Organizations (FFPOs) to economically empower the fishers, fish farmers and enhance their bargaining power. The Department of Fisheries, Government of India during the last five years (FY 2021-22 to FY 2025-26) has approved projects worth of Rs.544.86 crore for formation of 2195 FFPOs in the country with support in the form of incubation cost, management cost and equity grant.
